To display more that 50 items (which is the default) in a Table of Contents webpart, a few modifications need to be made to the web.config for your offending web application(s). Specifically, a new attribute is added to the predefined PortalSiteMapProvider keys. The new attribute is DynamicChildLimit. For example:
